STRATEGY
The proposed development has been landscape led, focused on the natural characteristic of the site and positively integrating the development into the landscape. The strategy for the arrangement of the site has focused on three main considerations: integration of green spaces and character areas that respond to the local context pedestrian and vehicular connectivity, and response to sensitive receptors.
Green Spaces: The site is positioned between large houses on spacious plots to the east, medium density housing to the north and west and large open spaces to the south. The site itself is largely flat open ground flanked by large mature trees. The existing trees are to be retained and are informing the proposed green space which connects existing public footpaths and connects the site to the local area.
The applicant seeks to provide public open spaces both within the site and to the south of the proposal in the form of designated Alternative Natural Recreational Green Space (ANRG). This will be provided adjacent to the footpath of the site to enhance the amount of accessible open green space to benefit the local community. The use of public open green space within the site helps to create a semi-rural feel to the development and enhances the aspect of the proposed properties.
The character area is informed by the local planning policy to provide a mix of affordable and open market units which are a variety of detached and terraced units. All plots are characterized through block types which is a result of boundary treatments and open green spaces.
Connectivity: It is important to ensure existing pathways and access points are maintained and upgraded to ensure our proposal provides effective permeability with the existing context. This will be achieved by retaining and improving the existing vehicular access points via Lower Pennington Lane, enhanced pedestrian linkages through the site and create new routes running East and West connecting to the adjacent playing fields and Lymington town centre. The existing field access via Ridgeway Lane is to be upgraded to provide a primary access into the site and along with the access from Lower Pennington Lane will provide a linked network of roads through the site and a permeable development. Appropriate speed controls through a raised tabletop and shared surfacing are planned to give priority to pedestrians between the greenspaces on site.
The design of the accesses to the site will be subject to a Road Safety Audit and design approval from Hampshire County Council.
A detailed Transport Assessment will accompany the outline planning application for the development following discussions with Hampshire County Council Highways Team.
